I don't believe it will have a significant negative effect, but it could be helpful to users if your site is down.
It should not hurt your Search Engine Ranking, but it makes your site slower than they could be because for each page it has to get everything again.. It will also increase your bandwidth usage.
I believe this is telling the search engine not to cache it. The cached page would be on the search engines server, right? (so wouldn't have an affect on load time for the site itself)

I you add this to your html pages:
<META HTTP-EQUIV="Pragma" CONTENT="no-cache">
that actually tells web browsers that access the site to not cache the page. So, it could cause slowing on the site to add that.
I really do agree that cache mostly can slower your search engine
Doesn't have much effect and like as they say, it slows site down because page requests are always done directly to the server and users browsing the site have a hard time since their browser doesn't cache the page. http://imagicon.info/cat/6-22/1.gif
