Website Creator Lite won't run - Page Blocked

I have a customer that I recently had join Westhost. MSN is his dialup ISP
for now, but he is soon switching to Verizon DSL. MSN put a block on his
Email access, we suspect because he was sending out lots of Email to
his business contacts.

I tried to setup his Westhost Email using Outlook Express but that failed
and I susect it has to due with the Email blocking that MSN had imposed.
Ok fine, we will wait for his Verizon DSL before we try the Email setup
again. Just keep this in mind.

Next I installed Website Creator Lite to his account and I can't get that
to work from his computer. It works fine from the PC at my office
which is a Verizon DSL ISP. On his MSN dialup ISP connection I use IE6
to go to Site Manager -> Site Applications, and go to Info on
Website Creator Lite to get the link to logon to Website Creator.
I click the link and a new IE window opens that says.. "Website Creator
has opened in a new window" but in the bottom status bar it says
something like.. "window blocked" and Website Creator does not open.

I have the popup-blocker in IE, disabled so that's not blocking it.
I also installed the latest version of Sun Java and that didn't have any
effect. Now I'm wondering if the block that MSN put on his Email access
is also affecting his ability to use Website Creator. Is that possible?
Please advise. Thank you.

PS: His Dell PC is on WinXP Home, with all the latest Windows Updates.
Norton AV 2003 is installed. Using Windows Firewall.

Have you tried accessing it direct by typing in the url for it?
yourdomain.com/plugins/wsc/login.php

If I recall there is a "pop up" that is involved with logging into the Website Creator. Can't remember if you get that when you log in direct or not. Check to make sure they do not have a second pop up blocker installed on the browser. My I.E. has both the built in one and one added by the Google bar. It has triped me up in the past. :) Pretty sure Yahoo bar also offers one and it seems to be embedded in quite a few installs for other programs.

I'll also look for a second popup blocker.

Final Solution:

Just in case someone else has this problem, the solution was to dump
MSN as the ISP. Apparently, MSN was blocking something that Website
Creator needed and we were getting a "Page blocked" message in the
IE status bar. After switching to Verizon DSL, everything worked fine.

Added note: MSN had blocked this user's MSN Email access
and I suspect that had something to do with this problem.
